Moloney's division now plays an expanded role in crypto policy, having recently issued guidance distinguishing memecoins from securities. His arrival coincides with Congressional consideration of the Clarity Act, which could reassign primary crypto oversight to the CFTC while maintaining SEC disclosure requirements.
